Building on previous collaborative
work of the Government of Lesotho and UNDP in the area of capacity
development for enhanced service delivery, this project is designed
to support the Government of Lesotho in implementing these previous
efforts and to support the establishment of a sustainable national
capacity to continue its programme of enhancing service delivery
through business process re-engineering (BPR) and implementing a
Performance-Based-Pay policy.
Specifically, the project will support the Government of Lesotho to:
1) drive existing BPR initiatives to fruition, 2) conduct BPR for
select high priority processes, 3) based on this experience, build
internal capacity in a sustainable manner (e.g. develop approach,
tools and resources) 4) define linkages with a leadership
development strategy and ultimately 5) facilitate the
Performance-Based-Pay policy
