Brief Description

The United Nations Development Programme (UNDP) in Lesotho, in collaboration with the United Nations Capital Development Fund (UNCDF) and the Government of Lesotho, is in the process of operationalizing the Lesotho Local Development Programme (LLDP). The LLDP focuses on institutional development and capacity building aspects of decentralisation and local development including the development of systems and elaboration of procedures for community infrastructure and service delivery.

Purpose of project:

Institution of a system at both the central and local level enabling decentralised, inclusive, pro-poor effective planning and budgeting of local development, including the institution of financing mechanisms for local public infrastructure, social service provision, and local economic development of rural communities.

Project strategy:

UNDP and UNCDF expect that the LLDP will eventually provide the Government with a national framework for social, political and economic local development.  Ownership of the LLDP programme lies with the Government, who will provide the political leadership necessary for driving the process.  The LLDP will be coordinated by an inter-ministerial working group operating at the national level led by the Ministry of Local Government and Chieftainship.  The programme will be supported by a dedicated support team within the Ministry, under the Director General of Local Government, technically and financially supported by UNDP, UNCDF and other partners.  In its initial phase, the LLDP will be initially piloted in the districts of Maseru, Berea and Thaba Tseka.

Output 1

Established systems for inclusive, pro-poor decentralised and effective planning and budgeting of local development at central level and applied (as pilots) in the three central districts.

Operational and sustainable procedures for the provision of community planned infrastructure and the delivery of social services at local level implemented and strengthened.

 

Output 3
Financing mechanisms for public infrastructure and  local economic development of rural communities are established and operational through fiscal decentralisation (in the three districts).

Lessons learned and best practices from the LLDP integrated into national policies on decentralisation.

Capacity of the Ministry of Local Government and Chieftainship to Implement and Coordinate the decentralization process is strengthened.
