Pre-qualification of Solar PV Installers

The Department of Energy of the Ministry of Natural Resources of Lesotho is implementing the Lesotho Renewable Energy-Based Rural Electrification (LREBRE) project in the three districts of Mokhotlong, Thaba Tseka and Qacha’s Nek. Its main objective is to reduce Lesotho’s energy-related carbon dioxide emissions by introducing renewable energy technologies as substitute for fossil fuels in the rural areas remote from the national electricity grid. The LREBRE project is a five year initiative which aims at improving people’s livelihoods by improving their access to affordable, clean energy services. It will also develop a sustainable PV market in the country starting with the three target districts. The project is funded by the Global Environment Facility (GEF) through the United Nations Development Programme (UNDP) and the Government of Lesotho.

One of the key components of the LREBRE project is to deliver renewable energy technologies, in particular the solar PV, to different end user groups, including rural households in the three districts of Mokhotlong, Qacha,s Nek and Thaba Tseka.

The LREBRE project seeks proposals from suitably qualified installers who wish to install solar PV systems in rural households in the three target districts. Interested installers must provide information indicating their experience and qualifications in installing PV systems in rural households.

Submissions should include, but not limited to the following:

  • The installer’s complete name, physical address, telephone number, facsimile and e-mail address.
  • Description of relevant experience in installing PV systems for rural households and small businesses in very remote areas.
  • Description of available resources including at least two 4x4 vehicles and qualified personnel for PV installation and collection of instalments from customers.
  • The installer should have at least one full-time operational business account with a local bank registered in Lesotho, and should produce references from that bank. The installer should further indicate the number of years he has banked with the bank.
  • Indication of the total annual gross turnover of the installer’s company.
  • Description of installer presence in one of the three districts. Prove of such presence in the form of licensed branch office, contracted or licensed agent should be provided.
  • Valid and certified copies of tax clearance certificate, traders licence and registration certificate/certificate of incorporation as a company.

Deadline for submission of proposals is the 3rd September 2009 at 12:00 noon. Proposals will be opened at 12:15hrs the same day. 

Proposals should be submitted in sealed envelopes clearly labelled “Pre-qualification of Solar PV Installers” and deposited one original and three hard copies into the “tender box” at:
