Progress Report 2006

A well managed environmental and cultural heritage is a critical entry point for the promotion of poverty alleviation and sustainable human development. In recognition of this, the present project seeks to address, in an integrated manner, some of the major capacity related constraints to sustainable natural and cultural heritage conservation and preservation in Lesotho.

To achieve the above objectives, the project will focus on two strategic interventions namely:
- Formulation and implementation of legal instruments and plan to ensure that environment and culture are fully integrated into development activities at all levels;
- Implementation of promotional an awareness creation activities as well as transfer of knowledge and skills.

The project will build on past and current interventions in environment/natural resources and culture. It is in line with the overall national project for environment and culture development as elaborated in the Poverty Reduction Strategy.

Outputs:
1. Environmental and cultural concerns integrated in development activities;
2. Increased public awareness on Environmental and cultural issues;
3. Environmental Act 2001 implemented;
4. Capacity of National Library strengthened, including catering for the visually impaired;
5. Information on environment, historical routes and culturally important events documented and disseminated and easily accessed;
6. Regional collaboration in cultural affairs networks established;
7. A cadre of staff trained in records in Programme management trained artisans and key staff of DoC trained in records management and programme delivery.

Achievements:
1. The historical and cultural route of King Moshoeshoe I documented and disseminated with observation points placed at each of the seven sites.
2. Skills development trainings held along the route for the communities for preservation of cultural handicrafts and income generating opportunities;
3. The history of the Basotho rulers documented and widely disseminated;
4. The capacity of the Department of Culture strengthened and a Strategic Plan drawn up for the department;
5. The steering committee members were sent to observe cultural and heritage sites in S Africa for further transfer of knowledge for Lesotho’s purposes;
6. partnershuips with UNESCO and others built up for further implementation of the project’s activities;
7. Equipment purchased and training provided for State Library staff for the visually impaired section;
8. Various studies and regulations conducted for the Ministry to strengthen the Environment Act 2001.
