I. Background
In response to the reform of the United Nations,
developments in the global aid environment and the national
development context, the UN Country Team (UNDP, UNICEF, UNFPA, WFP,
WHO, UNAIDS, FAO, UNV, World Bank) in Lesotho have collectively
agreed to work together as a more unified and cohesive entity in
order to increase the effectiveness and efficiency of the UN System
in delivering development results. To this end, the UN in Lesotho
has become a self-starter within the Delivering as One process, a UN
reform initiative aimed at improving the work of the UN at the
country level. The Delivering as One initiative aims to make the
UN’s work more effective and efficient within five areas, defined as
the one ‘fives’: One Programme, One Budget, One Office, One Leader
and One Voice.

II. Objective
The
Consultant is expected to advance the One Voice within the
Delivering as One process in Lesotho by ensuring the implementation
of the One UN Communications Strategy 2010-2012 and by planning,
implementing and following up on key communication activities.
III. Deliverables
The consultant is expected to
ensure timely and high quality delivery of the following:
Based on the One UN Communication
Strategy 2010 - 2012, develop a One UN Communications work plan for
2011;
Together with the inter-agency
ICT group, advice on how to set up, manage and design a UN Lesotho
intranet;
Maintain and develop the one UN
Website with new and regular updates, information on the MDGs and
material on the Delivering as One process in Lesotho Lesotho and
develop capacity of UN staff to take over this function;
Develop a template for Joint
Programme Fact Sheets and ensure the production of fact sheets for
all joint programmes;
Coordinate and ensure the issuing
of monthly internal UN Lesotho newsletters and develop capacity of
UN staff to take over this fuction;

Management
The
consultant will report to the UN Country Team through the Resident
Coordinator.
V.
Payment schedule
The
payment will be disbursed in on a monthly basis after successful
completion of the deliverables.

Qualifications
University education in social
sciences, communication, and/or journalism;
At lest 5 years of experience working
with communications, preferably in an international environment or
organisation;
Excellent knowledge of the UN System,
UN Reform and the Delivering as One process, preferably in the
Lesotho context;
Experience in developing and managing
inter-agency communication activities;
Knowledge of UN Coordination
frameworks, in relation to, for an example, reporting, UN Country
team appraisals, funding mechanisms etc;
Excellent communication skills, both
oral and written, in English.
