Background:
The Ministry of Justice, Human Rights and the Correctional Service
is seeking the services of consultants with expertise and experience
in State Party Reporting and State Obligations under International
Human Rights Instruments, to assist in compiling the International
Covenant on Civil and Political Rights (ICCPR) State Party report
for Lesotho.
The Irish Aid and UNDP are supporting the Ministry of Justice, Human
Rights and the Correctional Service under a broad programme of
Consolidation of Democracy and Good Governance (CDGG) in Lesotho.
One of the outcomes of this programme is the inculcation of a
culture of respect for human rights amongst Basotho. To this end,
the programme aims at assisting Lesotho to fulfill its human rights
reporting obligation and to effectively monitor its progress in
implementing the provisions of the Convention.
It is in this regard that the Ministry of Justice, Human Rights and
the Correctional Service, with the support of the Irish Aid and UNDP
is working on a submission of the first and second periodic State
Party Reports under ICCPR.
Assignment/Terms of Reference:
Through consultation with the Ministry of Justice, the consultants
will:

Collect all data on existing constitutional, legislative,
administrative and judicial measures taken to implement the
provisions of ICCPR;
·
Prepare a detailed report and aligning the report to the following
material: Reporting Guidelines under ICCPR, General Recommendations
of the Committee on Human Rights;
·
Plan the stakeholders workshop for validation of the prepared
report;
·
Present and facilitate discussions on the report at the
Stakeholders’ Validation Workshop;
·
Incorporate comments and inputs from the Stakeholders’ Validation
Workshop into the report; and
·
Prepare and submit 3 copies of the final report to the Ministry of
Justice, Human Rights and the Correctional Service.
Consultant’s Qualifications:

Masters Degree in Law or Human Rights;

Extensive experience in State Party Reporting and State
Obligations;

Experience in report writing and presentation;

Experience in facilitating workshops;
-
Proven networking, team-building, organizational and communication
skills; and
-
Familiarity with Lesotho and the Southern African region.
Location and Period of Assignment:
It is expected that the consultancy will take place in Maseru
predominantly based with the – Ministry of Justice, Human Rights
and the Correctional Service in Maseru.
