Background:
·
The Ministry of Justice, Human Rights and the Correctional Service
is seeking the services of consultants with expertise and experience
in State Party Reporting and State Obligations under International
Human Rights Instruments, to assist in compiling the International
Convention on Economic, Social and Cultural Rights (ICESCR) State
Party report for Lesotho.
Irish Aid and UNDP are supporting the Ministry of Justice, Human
Rights and the Correctional Service under a broad programme of
Consolidating Democracy and Good Governance in Lesotho (CDGG). One
of the outcomes of this four-year programme consists of the
inculcation of a culture of respect for human rights amongst Basotho.
To this end, the programme aims at assisting Lesotho to fulfill its
human rights reporting obligation and to effectively monitor its
progress in implementing the provisions of the Conventions.
It is in this regard that the Ministry of Justice, Human Rights and
the Correctional Service, with the support of Irish Aid and UNDP is
working on submission of the initial, first and second periodic
State party Reports under ICESCR hence would like services of such
consultants to compile the reports.
Assignment/Terms of Reference:
Through consultation with the Ministry of Justice, the consultants
will:

Collect all data on existing constitutional, legislative,
administrative and judicial measures taken to implement the
provisions of ICESCR;
·
Prepare a detailed report on those measures aligning the report to
the following material: Reporting Guidelines under ICESCR, General
Recommendations of the Committee on Economic, Social and Cultural
Rights;
·
To plan the stakeholders workshop for validation of the prepared
report;
·
To present and facilitate discussions on the report at the
Stakeholders’ Validation Workshop;
·
To incorporate comments and inputs from the Stakeholders’ Validation
Workshop into the report; and
·
To prepare and submit 3 copies of the final report to the Ministry
of Justice, Human Rights and the Correctional Service.
Consultant’s Qualifications:

Masters Degree in Law or Human Rights;

Extensive experience in State Party Reporting and State
Obligations;

Experience in report writing and presentation;
-
Experience in facilitating workshops;
-
Proven networking, team-building, organizational and communication
skills; and
-
Familiarity with Lesotho and the Southern African region.
Location and Period of Assignment:
It is expected that the consultancy will take place in Maseru
predominantly based with the – Ministry of Justice, Human Rights
and the Correctional Service in Maseru.
