1. The
Government of Japan is providing financial support, through the
United Nations Development Programme (UNDP) in New York, for the
implementation of the Africa Adaptation Programme, titled
“Supporting Integrated and Comprehensive Approaches to Climate
Change Adaptation in Africa” in twenty countries, including
Lesotho, in Africa. The Ministry of Natural Resources, through
Lesotho Meteorological Services and UNDP Lesotho are jointly
implementing the project in Lesotho with focus on the Health and
Energy sectors. The expected main outcome of AAP is that
Governments, local institutions and communities are able to
develop and implement climate change adaptation strategies. In
order to realize the primary outcome, AAP aims to achieve the
following four outputs;
a. Leadership
capacities and institutional frameworks to manage climate change
risks and opportunities in an integrated manner, including a
decentralised approach, at the local and national levels are
strengthened.
b. Climate-resilient
policies and measures in energy and health sectors implemented
and community-based adaptation action promoted.
c. Financing
options to meet national adaptation costs, including PPP and
private participation, expanded at the local and national levels
are developed
d. Knowledge
on adjusting national and sub-national development processes to
fully incorporate climate change risks is increased and
opportunities thus generated are shared across all levels.
2. Within
the framework of output (b) a number of pilot actions that will
inform policy on managing the risks and opportunities resulting
from climate change impacts.
3. Now
AAP seeks proposals from suitably qualified and experienced
consultants for the design of solar photovoltaic generating
plant, a reticulation network and wiring of houses in Ketane in
the MohalesHoek district.
4. Specific
requirements and experience for consultants include evidence of
previously completed successful assignments of a similar nature
have to be clearly shown.
5. Consultants
will submit, either by hand or electronic, their technical and
financial proposals, in separate and clearly sealed envelopes,
to the contact person; Project Secretary at AAP Office, Former
Department of Energy Building, Opposite Water Affairs,
E-mail:
aap.lesotho@undpaffiliates.org, by 16:30 Lesotho time on
Friday December 16, 2011.
6. The
AAP is not bound to accept any of the proposals submitted, and
may cancel the selection process at any time without providing
any justification to the bidders.

(DOE), the main objective for the consultant is to design and
supervise the construction of a 10KW solar Photovoltaic (PV)
generating pant and the reticulation network for the supply of
electricity to about 50 households at Ha Nooana with GPS
coordinates : S 30003.242' and E 27051.238'
in Ketane in MohalesHoek district.
A.2 Specific duties
-
Design of
10kW solar Photovoltaic (PV) electricity generating plant as
well as the design of the reticulation network from the plant
to the households in the village. The design should be able to
accommodate integrate another renewable energy as source of
electricity generation when the need arises.

Review of the
draft technical specifications for (1) above.
-
Design wiring
in houses
-
Estimate the
cost of the cost of the plant, reticulation network and wiring
of houses.
