Background
Lesotho has prepared the Vision 2020 and Poverty Reduction Strategy
(PRS) and is a signatory of the Millennium Development goals (MDGs)
to stimulate sustainable economic growth and reduce poverty.
In order to successfully
achieve this objective the Government of Lesotho’s (GoL) is
committed to establishing a sustainable National Monitoring and
Evaluation System (NMES) aimed at constantly tracking development
progress.
The system is designed
to provide oversight mechanism for benchmarking, monitoring and
evaluation of the implementation, integration and alignment of
short, medium and long-term development plans through the Maluti-Info
a state of the art database tool with an integrated national
development MIS that provides data and information.
The Government of Lesotho (GOL) with support from the United Nations
Country Team (UNCT) has developed a database tool – Maluti-Info –
for dissemination and monitoring of the achievements of the national
MDGs, PRS, National Vision 2020 and the Lesotho national development
goals indicators. This database tool is now being recognized as the
vehicle to facilitate the policy analysis role of the National
Monitoring and Evaluation System. This tool is going to be made
accessible to policy makers, private sector, NGOs and academic
institutions. Database Training Assistants are being recruited to
support the National Monitoring and Evaluation Officer /Training
Coordinator.
Tasks and Responsibilities
The assistants will be directly under the supervision of the
Administrator/Training Coordinator. The incumbent will assist the
Administrator/Training Coordinator in the following:
Under the direct supervision of the NMES Coordinator, Ministry of
Finance and Development Planning with support of the Maluti-Info
Steering Committee, the incumbent will facilitate the general
maintenance, and necessary improvement of the database.
Work with National Strategy for Development Statistics team (NSDS)
to develop a work program for regular update of the database.
Support the process to identify data needs of UN Country team and
other development partners.
Support the NM&ES coordinator to implement the training and
dissemination seminars.
Prepare work plans and monthly progress reports
Support the process of data verification to ensure electronic data
accurately represents published reports.
Any Other task assigned by the NM&ES Coordinator
Qualifications and skills
The incumbent should hold a Degree in Economics, Statistics or
equivalent qualifications in development planning (A Maters Degree
is an added advantage)
Demonstrated possession of excellent training, interpersonal and
organizational skills; written and oral communication skills;
budgeting; and a solid understanding of adult learning theory and
interactive skill building.
Demonstrated ability in managing complexity and prioritizing
multiple tasks
Elementary Computer skills
Skilled in data management
At least three years experience in data management
Knowledge of human development indicators
