Environmental Management Information System (EMIS) Consultant

  1. PURPOSE:

To provide substantive inputs towards the preparation, support and establishment of the Environmental Management Information System (EMIS) for the Maseru City Council.

 

An EMIS is a fundamental tool for decision makers and planners in promoting substantial urban development. EMIS supports effective urban Environmental Planning and Management (EPM).  EMIS is a system for collecting, organizing and applying information relevant to urban EPM in clarifying issues, formulating strategies, implementing action plans, monitoring progress and updating changes.

  1. PROJECT:

Innovative Partnerships for Solid Waste Management

  1. DURATION:

3 Months of consultancy spread over the period 1 August to November, 2010.

  1. LOCATION:

Maseru City Council 

  1. EXPECTED TASKS:  

a)    Over the 3 months assignment, the local consultant will support the local EPM Unit in Maseru City Council in the preparation and updating of the environmental profile in terms of the information capture and maps.

b)   Provide substantive support in the institutionalization of the EPM process within the local EMIS Unit and within the institutional structure.               

c)    In collaboration with the International EMIS Expert, set up and coordinate the EMIS Mapping Group and develop a routine for updating information regularly.

d)    Acquire relevant maps and data (spatial and non-spatial data on environment-development interaction) for the EMIS in 4 specific wards within Maseru City selected for piloting solid waste management.

e)    Build capacity for Maseru City Council for managing EPM process and EMIS through training on the following:

·        ArcGIS appreciation training

·         Spatial data concepts

·         Data querying – selecting and identifying features and creating reports and graphs

·        Organize and, if necessary, execute practical training programmes on the EMIS use of mapping, including demonstrations on mapping analysis for urban development planning

f)    Ensure documentation with result orientation and gender indicators to keep track of PPP performance and utilize EMIS to input and generate data.

  1. EXPECTED OUTCOMES:

·         A functional EMIS based at the MMC

·         EPM institutionalization strategy in place for MCC’s mainstreaming.

·        Spatial datasets for Maseru and a Geographical Information System (GIS) database for the basemap

·        Maps and data on spatial and non-spatial data from the 4 selected wards acquired and captured in the system and analytical maps for chosen development concerns

·        MMC personnel with skills to capture, develop and  maintain the EMIS and dissemination of information products

·         Fully functional mapping group in place and clear Terms of Reference developed.

·        Documentation on the process including final report with recommendations.

  1. QUALIFICATION AND EXPERIENCE

Education:    A Master of Science in Geographic Information Systems, with a background in Environmental and Geographical Studies, with a background in Social Sciences.

         Experience:  Minimum of 5 years consultancy experience on the following:

-         Designing and operating participatory management information systems and database management.

-         Teaching or application of GIS/EMIS in various sectoral areas.

-         Knowledge of environmental management and familiarity with Environmental Planning and Management (EPM) and the Sustainable Cities Programme (SCP) approach is an advantage.

-         Experience with community work and participatory planning concepts is an asset.

Key Competencies:

                   -    English proficiency;

-         Excellent communication skills;

-         Excellent presentation and facilitation skills;

-          Excellent research and report writing skills;

-         Planning and organizational skills

-          Proven computer knowledge and skills especially in GIS software.
