SCOPE
& OBJECTIVES:
The
Evaluation will cover the period from project initiation to
operational closure, namely from December 2006 to December
2009. The evaluation will assess project performance in
keeping with the broad categories of relevance, efficiency,
effectiveness, sustainability and impact. More specifically, the
evaluation will seek to provide concrete findings, conclusions
and recommendations that address the following areas:
RELEVANCE:
-
Evaluate project alignment with national priorities and needs;
- Assess
the extent to which project activities and outputs have
responded to the development challenges.
- Assess
level of ownership in project design and implementation
including involvement/ participation of target beneficiaries and
stake holders in project design.
EFFICIENCY:
-
Evaluate the appropriateness of management structures, including
financial management procedures and assess their consistency
with UNDP requirements and guidelines
-
Evaluate the efficiency of project activities and actions to
determine whether outputs were achieved in a cost effective and
timely manner
-
Evaluate the monitoring & accountability structures and
procedures used during the implementation of the project and
assess their consistency with UNDP requirements and guidelines.
- Assess
the capacities of Executing/Implementing Agencies
EFFECTIVENESS:
-
Evaluate the extent to which project outputs, as stipulated in
the project document, have been/or have not been met and why
SUSTAINABILITY:
-
Evaluate the extent to which capacity gaps have been addressed
-
Examine whether project outputs and deliverables led to benefits
beyond the project life cycle.

Highlight key capacity gaps remaining as they apply to the
objectives of the project
- Assess
the extent to which project design took into consideration the
sustainability of results
IMPACT:
-
Assess project impact against the project logical framework
focusing on outputs and outcomes (both intended and unintended)
-
Achievement of the immediate objectives: summarize the major
positive and negative outcomes.
LESSONS LEARNED:
- Where
needs are identified, provide concrete recommendations for the
provision of future support to capacity building in electoral
administration, conflict management, enhanced civic
responsibility and observer coordination.

Identify and document best practices in the provision of support
to the project objectives with a view of informing the
development of similar future interventions
-
Identify the extent to which there remains a need for external
support to capacity building in electoral administration, voter
and civic education as well as observer coordination and
conflict management
OVERALL METHODOLOGY:
The UNDP
Country Office will have the overall responsibility for ensuring
the quality of the evaluation process. The Office will also
designate a senior member of staff who will serve as the
Evaluation Coordinator and guide, direct and oversee the
evaluation process.
Primary
data collection will be undertaken through interviews with key
stakeholders and beneficiaries, focus group discussions using a
structured approach as well as any additional means of data
collection selected by the Evaluator in consultation with the
UNDP Country Office.
Secondary data collection will be undertaken through the review
of relevant documentation including project documents, documents
produced by the project, as well as relevant national and
international reference material as well as any additional means
of data collection selected by the Evaluator in consultation
with UNDP.
It is
expected that the Evaluator will supply a detailed outline of
the evaluation methodology to be applied before proceeding with
the evaluation process.
DELIVERABLES:
During the Assignment, the Evaluator will provide:
(1) An
evaluation work plan outlining the time frame and target dates
for the provision of key deliverables
(2) A
detailed outline of the structure of the report
(3) A
comprehensive overview of the methodological approach to be
applied, including sample questionnaires and other data
collection tools
(4) A
debriefing with key stakeholders that will include a
presentation and facilitated discussion on the draft report,
findings and recommendations, including areas for further
support
(5) An
advance report incorporating the feedback from the debriefing
session
(6) A
final evaluation report that meets UNDP quality standards
QUALIFICATIONS:
Candidates must have the following qualifications and
experience:
(1) An
advanced degree in Political Science, Social / Behavioural
Sciences, Economics, International Development, Public Policy or
relevant field;
(2)Minimum five years experience working in the area of
democratic governance programming, formulation of strategic
plans, and / or related capacity development strategies;
(3)Minimum of five years experience in conducting evaluations
and/or assessments of a similar nature and magnitude,
(4)Work
experience of minimum of 5 years with international
organisations and donors;
(5) Familiarity with
Lesotho and the Southern African region;
(6) Experience with
the UN system;
(7) Familiarity with
the UN Norms and Standards for evaluation;
(8) Excellent command
of the English language.
(9) Computer literacy
in MS Word, Excel, and PowerPoint is required

PLAN
FOR EVALUATION IMPLEMENTATION:
During
the period of fifteen (15) working days starting 23rd
November the exact work plan is to be finalized in
accordance with the time frame as provided below:
(a)
Three (3) working days – Briefings with Key Stakeholders held
and preliminary literature review completed
(b) One
(1) working day – submit an evaluation schedule/ plan & outline
of the methodological approach
(c) Two
(2) working days – complete literature review
(d) Five
(5) working days – Gathering primary data through key informant
interviews, questionnaires and or focus group discussions with
Key stakeholders and project beneficiaries
(e) Two
(2) working days – Prepare the advance draft report
(f) One
(1) working day – presentation of draft report, key findings and
recommendations at a debriefing session
(g) One (1) working day – final report submitted
