Project: Youth Employment Promotion towards
Poverty Reduction in Lesotho
Since 2006 the Ministry of Gender and Youth, Sports and Recreation (MGYSR)
with support from the UNDP, ILO and UNICEF has been implementing the
“Youth Employment Promotion towards Poverty Reduction in Lesotho”
Project, which aims at improving decent employment opportunities for
youth. In its assessment of progress made to date the MGYSR found
that lack of accurate and up to date labour market information on
youth is hampering progress towards achievement of set goals
especially development of appropriate policies and strategies that
will speed up creation of decent work opportunities for youth.
Arising from the above the MGYSR wishes to engage a competent
consultant to assist in ensuring that the current labour market
information system within MEL and BOS comprehensively incorporates
youth LMI. Interested parties are thus requested to submit proposals
on carrying out the assignment on the following terms and
conditions.

Introduction and background:
The “Youth Employment Promotion towards Poverty Reduction in
Lesotho” Project aims to create decent employment for young women
and men and promote social cohesion through increased capacity of
relevant national stakeholders to develop policies, regulations,
action plans and programmes that generate more and better jobs in
sustainable enterprises. In addition, social dialogue on youth
employment issues will be improved. As a basis for evidence based
planning and monitoring, the availability of youth labour market
information will be improved. Accurate data on youth employment is
however still scarce and in order to develop evidence-based
policies and strategies there is a need to have sufficient, accurate
and up-to-date information on the characteristics of young people in
Lesotho and specifically labour market related data. While there are
a number of institutions producing this information, in many cases
it is scattered and not segregated to cover youth as a separate
group and hence does not provide sufficient basis for effective
policy formulation and strategies and action plans that would
achieve the desired results.
2.
Scope of the assignment and key tasks:
The
purpose of this assignment is to improve availability of youth
related labour market information to be used as a basis of
monitoring and evaluating the interventions and planning further
actions. This involves an assessment of the current youth labour
market data, how it is collected and the current shortfalls in it
including identification of pertinent youth labour market
indicators. Further it aims at developing systems that support youth
labour market information, connected to the Labour Market
Information System currently being developed by the MEL in
collaboration with the BOS.
More
specifically, under the supervision of MGYSR and with support from
MEL, BOS, line ministries, UNDP, ILO and other stakeholders in the
country, the consultant will carry out the following key tasks:
1.
Review of the existing
country surveys programme and identify long-term trends and current
challenges in youth employment by analysing youth employment
relevant surveys, identify data gaps and make recommendations on how
best to capture youth related labour market data for monitoring,
evaluation and policy planning purposes in national surveys.
2.
Review of decent work
indicators that are available in the country, special attention
should be made to the recent study on labour market information
conducted by Ministry of Employment and Labour (MEL).
3.
Assess the institutional
and technical capacity in relation to generation, compilation,
analysis and dissemination of youth related labour market data and
make a plan to improve it.
4.
Identify relevant people
(within the institutions that produce youth related LMI) and
determine their capacity building requirements to collect, compile,
analyse, and disseminate youth labour market information.
5.
Ensure that strategies
for generation of required youth labour market information are
developed and the necessary linkages, collaboration,
complementarities and synergies with especially BOS and MEL, for a
comprehensive labour market information system (LMIS) are formed in
the country. Make the necessary recommendation on improvements to
any shortfalls that might be identified.
6.
Prepare a comprehensive
report/s on:
a.
Existing youth labour
market information (including identification of relevant youth
specific indicators)
b.
Areas of capacity
development within the relevant institutions in relation to
collection, analysis and dissemination of youth labour market
information and synergies between different entities.
c.
Recommendations on way
forward in the gathering, analysis and use of youth related labour
market indicators within the framework of the national LMIS.
d.
Develop and compile
metadata on LMI in Lesotho -
Data source, data collection methodology, data capturing, data
analysis strategy, data dissemination strategy, periodicity of
publication on the internet, electronically, physically etc. in
order to ensure succession and continuity.
7.
Develop a suitable
capacity building programme for relevant staff and carry out the
initial implementation (training, setting up of the MIS etc.)
8.
Organise and facilitate
a validation workshop for his/her findings and reports

Qualifications and experience:
1. Minimum
academic degree: At least a Master’s Degree in a field or discipline
pertinent to the objectives of the consultancy.
2. General
experience: At least five years experience in developing similar
labour market information systems.
Note to Interested Parties: While tasks 1 to 3 are highly
important the interested people are invited to note that a lot
of ground has already been covered by the Ministry of Labour and
Employment and Bureau of Statistics on these issues. Thus
consultants need only to identify gaps in tasks 1 to 3 in
relation to youth labour market indicators, while the proposals
main concentration should be on carrying out the remaining
tasks.
4.
Terms of payment:
The mode and frequency of payment will be decided between the YEP
focal person and the selected consultant.

case limited to the functions hereby specified. The MGYSR and
