1.
Background:
The Project Finance
and Administration Officer will be based at the Ministry of Forestry
and Land Reclamation, which is the national executing agency for
this project. She/he will be responsible for coordinating
administrative and financial elements of the project to ensure the
project delivers against its work plan, on-time and on-budget.
2.
Principal Responsibilities
-
Ensure the effective delivery of financial,
administrative and operations services to the project team.

Assist the Project Manager in the development
and implementation of a comprehensive financial monitoring system
for the project.

Monitor the use of project funds to ensure
procedural compliance with UNDP/GEF/GoL rules and regulations
appropriate to projects under National Execution (NEX).

Draft letters and memos on behalf of the
Project Manager and respond in a timely fashion to any
project-related queries. The project administrator will also be
required to assist the Project Manager in drafting quarterly and
biannual progress reports.

Compile and file important project documents
and personnel records, establishing a filing system that ensures
important documents are easily accessible.

Assist in the preparation of project audits and
any other reviews or evaluations that may occur.

Proactively manage and monitor the project
risks initially identified and maintain open channels of dialogue
with Project Manager, flagging new risks and avoidance measures in
a timely fashion.

Procure office equipment and furniture,
ensuring that supply levels are adequate to allow other unit staff
to adequately perform their job functions. Promote and monitor
transparency in procurement and contractual processes.

Provide administrative and financial guidance
to project staff.

Establish effective professional relationships
with internal and external clients.

Ensure all reporting and/or submissions
deadlines with partners are met.
-
Provide logistical or other support to the
local project team or visiting missions.

Other tasks may be required from time to time.
3.
Qualifications and Experience
-
A University degree in
accounting, commerce or business administration or a licensed
accountant.

A minimum of three years’ relevant experience,
at least two years of which should be in the financial monitoring
of projects
-
Good
knowledge of budget control and principles of sound financial
management.

Basic awareness of environmental issues;
including land degradation and climate change.

Superior knowledge of budgetary control and principles of sound
financial management.

Demonstrated ability to work with limited
supervision, independently adjusting priorities and achieving
results with agreed upon objectives, and ability to work
collegially in a team environment in and openly communicative way.

Proficiency in Microsoft Office and
web-reporting software applications.
