LESOTHO LOCAL DEVELOPMENT PROGRAMME

 

Background:
The Government of Lesotho, through the Ministry of Local Government and Chieftainship (MoLGC), is consolidating its decentralisation process to attain improved public service delivery and poverty reduction in an accountable, transparent and equitable manner. To achieve these objectives, the Government is implementing the Lesotho Local Development Programme (LLDP) with support from UNDP and UNCDF. The Government seeks to appoint personnel to assist in the implementation of the LLDP.

Position :                              Program Administrator (PA)

Reports to:                           Director General, Local Government Services 

Duty Station:                  Maseru, Lesotho

Duration      :                        2 years (renewable up to 4 years)

Job Description – basic functions

- Provide oversight to the execution of the activities contained in the LLDP Annual Work Plan.

- Act as the focal point of the Dedicated Support Team.

- Liaise with all stakeholders on the LLDP and decentralisation.

- Assist the Director General in her task as the secretary to the Decentralisation Steering Committee.

-Ensure that technical knowledge is imparted to the MoLGC in a sustainable manner byworking closely with local personnel, thus enabling the MoLGC to maintain and replicate the developed tools and mechanisms.

- Ensure that a communication strategy for the decentralisation process is formalized, implemented and monitored.

 

Duties, Tasks and Responsibilities

- Supervise and coordinate the activities of the Dedicated Support Team as well as liaising with the district facilitators/district offices.

- Promptly execute the LLDP Annual Work Plans to keep the program on track.

- Monitoring the implementation of Programme activities.

- Manage the Programme’s budget and resources (equipment, materials and stock) and provide the relevant reports.

- Promptly produce and disseminate information related to the programme to all relevant stakeholders.

- Manage information/lessons learnt from past decentralization efforts.

- Prepare terms of reference for short term consultancies if/when the need arises, in cooperation with the DST experts.

- Elaboration of management structures, processes and procedures to build capacity at all levels, from the community to the central level.

- Organising specific studies and workshops for the Decentralisation Steering Committee and its Task Teams.

- Report writing for government and development partners.

- Prepare briefing notes and presentations as needed.

 

Knowledge, Skills and Abilities

- Project management capabilities.

 

- Understanding of the structure and operations of governments at both central and local level.

- Understanding of the principles underpinning decentralization in Lesotho.

- Familiarity with development organizations.

 

- Proven team leadership/team building ability. Ability to work effectively with a diverse team of people.

 

- Conflict management capabilities.

- Demonstrated ability to organize and facilitate stakeholder and focus group meetings.

- Understanding of Results Based Management principles.

- Problem solving abilities.

 

- Computer literate (familiarity with MS Office, internet browsing and email use).

 

- Excellent oral and written communication skills and the ability to effectively communicate complex information in a clear and concise manner to all audiences.

 

- Personal attributes: mature, credible, charismatic, commands respect.

 

- Fluency in English and Sesotho.

 

Qualifications and experience

- Advanced degree in social science; specialized training in areas such as public administration would be an asset.

- A minimum of 10 years experience in a management role.

- A minimum of 5 years work experience in the field of governance.
