POSITION: DISASTER
RISK REDUCTION PROJECT MANAGER
DUTIES & RESPONSIBILITIES:
The Disaster Management Authority is seeking a
Project manager for a period of one year to facilitate
implementation of the activities under the two UNDP-funded Disaster
Risk Reduction projects, namely: “Strengthening
Drought Emergency Coordination and Early Recovery Planning in
Lesotho” and “Enhancing National and Local Capacity in Disaster Risk
reduction in Lesotho”.
Reporting to and under the direct supervision of the
Chief Executive of the Disaster Management Authority, the Project
Manager will:
Provide
technical advice and capacity building support on a range of
disaster risk management and recovery issues;
Coordinate
technical support to enhance DMA’s capacity for emergencies and
disasters; and risk management policies and programmes;
Ensure
that issues related to disaster risk reduction are systematically
addressed in DMA and sector-wide strategic planning and management
policies of the Government;
Provide
advice and guidance on policy and inter-ministerial processes
related to emergency, disaster, risks assessment and management in
the country;
Develop
national capacity to undertake emergency, disaster, or risk analysis
and oversee the strategic coherence, planning and impact of the
Government emergency monitoring and management strategies and
programmes;
Facilitate
national information sharing on emergency, disaster, risk management
and crisis recovery progress to strengthen partnerships and mobilize
resources;
Support
active participation of non-governmental organizations and agencies
in emergency, disaster, risks management; identify the needs and
roles of local non-governmental organizations and civil
organizations in emergency, disaster, risks management; analyze
conditions that support or hamper civil society development, and
recommend strategies to improve current conditions;
Facilitate
establishment/strengthening of the information management system on
all humanitarian activities, complete with a humanitarian
information database, country profile and website;
Promote
closer collaboration and partnership between and among DMA, NGOs
within the humanitarian field and UN Agencies.
REQUIRED SKILLS AND EXPERIENCE
The candidate should posses the following
qualifications:
· Advanced
degree in Environmental Science, Social Science, or any other field
related to disaster risk management gained from a reputable
institution;
· Strong
background in project planning and management;
· Good
knowledge of environmental issues and challenges in the Southern
African region;
· Excellent
command of English language, both written and oral;
· Proficiency
in standard computer applications;
· Ability
to work in a team;
· Ability
to multi-task and work irregular and long hours;
· Ability
to travel as required. |
