1.
Background:
The Project
Administrator will be based at the UNDP Office, supporting the
Ministry of Forestry and Land Reclamation in its execution of this
project. She/he will act as a liaison between the Ministry and the
UNDP, ensuring project management information is captured on UNDP
systems and that an issues or risks arising are actively managed.
This includes providing timely responses to queries from grantees
and stakeholders, closely monitoring the achievement of annual
delivery targets.
2. Principal Responsibilities
- Ensure
project execution conforms to the outputs and outcomes detailed in
the project work plan.
- Manage the
input of data into project management and reporting tools and
draft reports for donors and other stakeholders.
- Advise
grantees on project risks and issues and report to Project Manager
and Project Steering Committee on project progress as requested.
- Draft letters
and memos on behalf of the Project Manager and respond in a timely
fashion to any project-related queries. The project administrator
will also be required to assist the Project Manager in drafting
quarterly and biannual progress reports.
- Review,
validate, authorise and process payment requests from grantees and
vendors.
- Monitor the
use of project funds to ensure procedural compliance with UNDP/GEF/GoL
rules and regulations appropriate to projects under National
Execution (NEX).
- Prepare,
maintain and monitor a grant disbursement table to ensure that
monies are spent according to the project budget timeline.
- Enter,
extract or transfer data between ATLAS system and project tracking
database. This information may be required to produce financial or
other reports.
- Procure
office equipment and furniture, ensuring that supply levels are
adequate to allow other unit staff to adequately perform their job
functions. Promote and monitor transparency in procurement and
contractual processes.
- Foster
excellent working relationships with government, NGOs, donors and
other project stakeholders.
- Establish
proper filing system, ensuring important project documents are
easily to hand.
- Ensure
appropriate Daily Subsistence Allowance payments are made to
relevant project members.
- Ensure all
reporting and/or submissions deadlines from UNDP headquarters are
met.
- Provide
logistical or other support to the local project team or visiting
missions.
- Other tasks
may be required from time to time.

Qualifications and Experience:

University degree,
preferably in business administration or environmental science.

At least three years of
relevant experience in administrative office work, including
financial reporting.

Previous work experience
with a UN agency is an advantage.

Good communication and interpersonal
skills essential.

Excellent drafting and analytical
skills.

Good knowledge of budgetary control
and principles of sound financial management.

Proficiency in
Microsoft Office and web reporting software applications.
