towards Poverty Reduction in Lesotho
REQUEST FOR PROPOSALS
FOR
"COSTING OF NATIONAL ACTION PLAN ON YOUTH EMPLOYMENT"
1.
Introduction:
The Ministry of
Gender and Youth, Sports and Recreation, in the department of Youth
under the above mentioned project is seeking the services of a
consultant to cost the Draft National Action Plan on Youth
Employment (NAPYE). The Draft NAPYE has been developed to be used as
a guiding policy and strategy to combat the youth unemployment
challenge in Lesotho. It was developed mainly through analysis of
issues concerning youth and the Lesotho’s youth labour absorption
capacity and conducting of a Balanced Scorecard on youth employment
and employment promotion structures incorporating HIV and AIDS and
gender issues.
2. Tasks:
In close
collaboration with the YEP focal person and under the supervision of
MGYSR, and technical guidance from the UNDP, ILO and UNICEF, the
consultant is expected to perform the following tasks:

Conduct the
cost-benefit analysis of the strategies developed in the Draft
NAPYE.

Develop a
realistic cost structure for the implementation of the NAPYE which
is in line with the macroeconomic as well as fiscal policy of the
Government of Lesotho.

Analyse funding
mechanisms and possible sources of funds for the implementation of
the NAPYE with emphasis on strategies to mobilise resources.
3. Qualifications
and Experience:
Interested
individuals should have the following qualifications and
experience:
A post graduate
qualification (MSc or PhD) in economics, or other relevant
discipline
Experience in
making national level cost-benefit analysis and especially costing
of national strategies
Demonstrated
experience in writing reports and communicating in English

modifications they consider necessary to optimize the
