Maseru City Waste
Management Challenges
Waste management issues in Lesotho
have for years been neglected in the development planning process
due to lack of appropriate legislation. The baseline study on
integrated solid waste management system in Maseru city, which was
conducted in August 2006 by NES/UNEP, reveals that within the city
of Maseru in particular, poor planning of residential areas in the
urban centers has resulted in many residential areas not being
serviced by the municipality.
This study conducted also extensive surveys and
analyses on waste generation and composition. The main waste streams
that have been analysed are: household waste, commercial waste,
industrial waste and other sources. The household waste generation
has been estimated at 40.000 ton/year and industrial waste at around
20.000 ton/year according to the Waste Master Plan.
The scenario reflects a massive
challenge for MCC in converting households to the preferred types of
waste management.
In order to address the above
mentioned problems, MCC is engaged in the following strategies,
which are in-line with the Integrated Solid Waste Management Plan
for the Maseru city: Public Private Partnerships strategies under UN

The objective of the
consultancy
The use of PPP as a tool in production
and distribution of some goods and services is for the attainment of
sustainable development. There is a need therefore to forge and
promote strong, efficient, effective, sustainable, dynamic and
vibrant PPP so that the private sector can produce and deliver some
goods and services hitherto, (Waste Management) produced and
delivered by the public sector. It is against this background
therefore that MCC sincerely believe that capacity of the private
contractors plays a vital role in delivery of a service. It is
against this background that services of private consultant are
required to conduct training for private contractors in order to
enhance their capacity.

Expected Outputs
The
consultant will therefore be expected to undertake the following:

Prepare the
training manual and content based on the following:
- Business
conceptualization/ideas
- Developing a marketing plan
- Planning business operations
(both inputs and outputs)
- Analysis of different
business models
- Business contractual
obligations
- Developing a business plan:

Costing
- Start
– up capital
-
Getting started
-
Training plan
with clear timeframes and outputs
-
Submit training
report to MCC after successful completion of the training.

Qualification and
Experience:

Knowledge in Public Partnerships
(PPP) contracting and 5 years experience in training in
Business Planning and Management;

Master's degree in Social
Sciences.
