2.    Organizational Context

 As the designated representative of the Secretary-General and team leader of United Nations System Agencies, the Resident Coordinator assumes the overall responsibility for, and the coordination of, the operational activities for the development of the UN System at the country level. In Lesotho, as in the majority of the developing countries, the Resident Representative of UNDP is the designated Resident Coordinator of the UN System and is also the designated head of the UN Country Team in Lesotho.

 The United Nations Country Team is a team of the United Nations Representatives and the World Bank Senior Country Officer. The Team is expanded to include selected non-resident UN agencies with a main purpose of promoting the notion of a strong, unified United Nations System; one that works together and in partnership with other development partners to achieve the greatest impact possible, to support the Government to implement the national priority programmes and tackle major development challenges.

 In response to developments related to the UN Reform globally including developments in the global aid environment and national development context, the UN Country Team (UNDP, UNICEF, UNFPA, WFP, WHO, UNAIDS, FAO, UNV, World Bank) in Lesotho have collectively agreed to work together as a more unified and cohesive entity in order to increase the effectiveness of the UN System in delivering development results as well as to increase the efficiency with which these results are achieved.

Given the global drive for UN to deliver as one, UN system in Lesotho realizes that it cannot afford to operate piecemeal; resulting in the UN Country Team agreeing to work together on the agenda of “Delivering as One” in Lesotho.

 Despite the many challenges arising such as Overseas Development AID (ODA) falling and the changing aid modalities at country level by Donors, the UN System in Lesotho is looking to use the opportunities and lessons learnt experiences of the One UN Pilots and Self Starter countries to assist in developing their own tailored Delivering as One concept in Lesotho so as to ensure that maximum support is given to assist the Government of Lesotho deliver the national priorities and goals outlined in the country’s  Development Frameworks and/or plans which are also clearly articulated in the signed UNDAF (2008 – 2012).

 Through the initial planning process of how to Deliver as One in Lesotho, the Country Team is looking to implement the following components in order to make “Delivering as One” a reality:

  • One Programme (common or joint programming)

  • One Office (Common Premises, Common Services and HarmonizingBusiness Practices)

  • One Leader

  • One Fund (Common budgetary framework and Joint Resource Mobilization)

  • One Voice (communicating as One UN internally and externally)

The UN System in Lesotho already has an established One UN House currently housing all the agencies except for WFP which is located nearby. This puts the UN in Lesotho at a greater advantage as it will help drive the Delivering as One concept more realistically.

 

In addition, communication is also regarded as pivotal in this Delivering as One process, UNCT is currently in the process of recruiting a UN Communications Officer to join the RC’s Office in support of the existing UN Communications Group in achieving the One Voice component of the Delivering as One process.

Through a phased approach, the RC and UNCT is looking to add to the RC Office two more staff (Change Management Advisor and M&E Officer) to join the Coordination Specialist and Communications Officer in supporting and facilitating the Delivering as One process on behalf of the UNCT with close collaboration with the Inter-agency task teams.

The UNCT also hopes that by coordinating its efforts and improving the efficiency and effectiveness of its activities, the UN System in Lesotho will be able to enhance its development impact and “do more with less”, but also through this new initiative, it certainly hopes to attract financial resources to the country thereby increasing the potential to address the different development challenges facing Lesotho.

 

3.    UNV Context

 

This post is a United Nations Volunteers (UNV) volunteer for a Communications Officer in the Resident Coordinator’s Office in Lesotho. It is based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefits to the individual volunteer, as well as to society. It makes important contributions, economically as well as socially. It contributes to creating social cohesion and capital, through helping to build trust and reciprocity among citizens.

 

United Nations Volunteers (UNV) is the UN organization that supports sustainable human development globally through the promotion of volunteerism and the mobilization of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer actions in all their diversity.

Volunteerism is diverse and is embedded in all cultures and traditions. In this context, as a United Nations Volunteers (UNV) volunteer you are encouraged and expected to relate to local volunteerism and to be identified with the concept. You are expected to regard your national and international colleagues as peers and together uphold trust as volunteers among yourselves and within the communities and organizations to which you are assigned.

 

4.    Overview of “One Voice” Concept in DaO Process in Lesotho

In light of the organizational context above, Communication is seen to be crucial in supporting the change management process and also ensuring that UN speaks as One Voice internally and externally. It also plays a vital role in supporting the UN Country Team’s efforts to deliver more coherently, effectively and efficiently on its development goals.

At present, the UN System in Lesotho has an established UN Communications Group that is currently playing an active role in collaborating on specific joint initiatives for the UN Agencies. However, given its crucial role in the Delivering as One concept, the UN Country Team is willing to contribute additional resources to communication so as to help with the needs of development of strategic and strong internal and external communication tools to both service the UN Staff but also the other important external stakeholders as well. Furthermore, the UNCT is also in support of capacity building for local media and government media/ communication services to strengthen UN partnership with the media.

A Joint communication strategy is now being drafted, and is seen as the vehicle for improved communications of the UN in Lesotho and it will hopefully address a number of key areas across all forms media including the web.

 

5.    Job Summary

Under the direct supervision of the UN Resident Coordinator, the UN Communications Officer provides input to the design, management and implementation of the communications and publications strategies which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for the UN in Lesotho.

The Communications Officer will work in close consultation and collaboration with the UN Communications Group in Lesotho, UN Country Team, Programme and Operations Teams, Government Officials, International and Local Media, multi-lateral and bi-lateral donor partners, Non Government Organizations (NGOs) and Civil society organizations to ensure successful UN Communication strategy implementation.

Through support to the UN Communications Group, the UN Communications Officer will work closely to ensure that key stakeholders, including the public and the UN are kept abreast of UN’s development assistance to the Government of Lesotho through the Delivering as One lens. Furthermore, he/she is also responsible in making sure that public opinion on the UN is collected, synthesized and circulated to all UN Staff through the UN Communications Group and/or UNCT. 

 

6.    Key Duties and Responsibilities

1. Ensures planning and design of internal and external strategies for communication and outreach focusing on achievement of the following results:

·   Preparation and conduct of communications needs assessment for UN Agencies (projects, programmes and corporate change initiatives, etc)

·   Drafting/editing of UN Communications and outreach strategy based on the corporate communication strategy

·   Analysis of requirements and synthesis of proposals on ways to integrate advocacy and communication strategies into all aspects of the UN Development Programme during programme formulations

·   Prepare speeches or press releases in support to the Resident Coordinator

 

2. Ensures development and implementation of UN Communication strategy and plan focusing on the achievement of the following results:

·   Development of UN Communication strategy and plan based on the corporate publications policies.

·   Implementation of the UN communication strategy and plan

·   Identification of storylines for publications and drafting of substantive articles contributing to debates or discussions on key development issues

·   Coordination and management of UN publication activities such as content management, norms for publishing, design, etc.

·   Contact with printers and other suppliers to ensure production and ensure publication dissemination

 

3. Supervision of the design and maintenance of the UN Website, intranet, focusing on achievement of the following results:

·   Supervision of the design and maintenance of UN Website based on corporate requirements in cooperation with inter-agency ICT Task Team

·   Preparation of the content for the website to ensure consistency of the materials 

4. Supports the business development focusing on achievement of the following results:

Launches and Campaigns

·   Promotion and maintenance of public information campaigns on UN Activities, UN Reform, results of MDGs in association with other.

·   Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications

·   Packaging and submission of programme initiatives for donor review in collaboration with programme staff and supervisors

Outreach

·   Maintenance of increased coverage and understanding of the UN’s work in the country or practice area through regular media contacts and provision of newsworthy information to national public and where possible other stakeholders.

·   Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.

·   Forging of a “One UN” image through publicizing the significance of local UN reform efforts, joint programmes, common services, and the change management processes. Organization and implementation of joint UN information campaigns (UN Day, World AIDS Day, etc.)

·   Ensures access for journalists to subject matter experts

·   Drafting/production of regular newsletter to donors

·   Support Preparation of donor reports, civic education and community awareness where appropriate to support UN Programmes 

5. Ensure effective flow of information from UN to the public is maintained through media and other stakeholders focusing on the following results:

·   Maintain and build relationship with local media through trainings and capacity building for the media focal points

·   Ensure public opinion on UN Activities, programmes and other initiatives is received, tabled and shared with all UN Staff

·   Promote UN visibility through its programmes and initiatives to the public through regular, synthesized communication publications via the local media

6. Actively engage with UNV Lesotho in the promotion, advocacy, integration     and mobilization of volunteers and the volunteer ethos.

8.    Experience and Qualifications

Education

:

Master's degree or equivalent in media relations, journalism, or communications.

 

Experience  and Competencies

:

·   A minimum of 5 years relevant experience in public relations, communications and/or advocacy.

·   Previous experience with a multilateral or international organization is helpful but not mandatory.

·   Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.

·   Experience in publishing, marketing or graphics design.

·   Proven track record of previous communication achievements

 

Language Requirements:

:

·   Fluency in English is essential

·   Competence in South Sotho would be resourceful in the role
