NATIONAL PROJECT MANAGER FOR NATIONAL HUMAN RIGHTS COMMISSION PROJECT

Under the direct supervision of the Principal Secretary to the Ministry of Justice, Human Rights and the Correctional Services, and in close liaison with the Governance Unit of UNDP, the National Project Manager will be responsible for the day-to-day management of the establishment of the Lesotho Human Rights Commission. Her/His tasks will include, but will not be limited to the following tasks and responsibilities:

  • With assistance of experts as necessary, develop job descriptions and coordinate selection processes for Commissioner’s of the Human Rights Commission, in addition to project team members and key staff;

  • With the assistance of experts as necessary, develop prototype organizational chart and job descriptions for key senior staff (to be confirmed by Commissioner’s upon their selection);

  • Develop a consultative process to examine the commitment and capacity of the Lesotho government to undertake the salary costs of the staff, to project’s end;

  • Ensure appropriate consultations are undertaken to validate the draft law and to support the enactment process;

  • Lay the groundwork for obtaining appropriate facilities;

  • Lay the groundwork for procuring vehicles, core furnishings and equipment;

  • Ensure appropriate consultations are undertaken with regards to all pertinent elements of the project and modify activities and budget as required;

  • Organise media campaign to inform the general public of the movement towards the establishment of the Human Rights Commission;

  • Liaise with the Office of the High Commissioner for Human Rights (OHCHR) in Pretoria on the draft Bill consulted upon;

  • With the support of a consultant as necessary, and in consultation with key stakeholders, develop a 5-year project document for implementation of Action Plans 2 and 3;

  • Support UNDP in presenting project proposals to donors in order to secure required funding, as necessary;

  • Submit periodic reports to both UNDP and the Ministry of Justice, Human Rights and the Correctional Services as required;

  • Manage the allocated budget.
     

Qualifications and Skills

  • University degree in social sciences or other relevant area (strong human rights experience and/or qualifications preferred);

  • 5-10 years experience in managing and implementing projects;

  • Good knowledge of the existing laws of Lesotho;

  • Good knowledge of the relevant international standards with regards to National Human Rights Institutions (NHRI’s);

  • Knowledge of United Nations initiatives and policies regarding NHRI’s;

  • Strong communication skills with the ability to express ideas clearly and effectively orally and in writing, both in Sesotho and English.

  • Excellent presentation and writing skills.

  • IT literacy.
