The National Vision 2020 was completed
in 2004, alongside the design of the first full-fledged PRSP
2004/05-2006/07. The implementation of this very comprehensive
Poverty Strategy was fraught with several difficulties, among them
the poor coordination of the rather insufficient and unpredictable
donor resource support for the Strategy. For instance, a related
policy dialogue and resource mobilization Donor Round Table
Conference was held only in November 2006, towards the end of the
implementation of that 3-year Poverty Strategy.
An Annual Progress Review (APR) in August/September 2007 documented
some of the achievements of the PRS 2004/05-2006/07, but also noted
several of the challenges that constrained implementation
performance, particularly the lack of direct link between the
output-based PRS goals and the national annual budgetary provisions
(which are line-item based). Currently, a successor medium-term
planning framework is being designed, which the Lesotho Government
hopes will avoid some of the shortcomings of the PRS, and towards
the implementation of which it intends to seek resource support,
within the framework of a strengthened environment for aid
effectiveness.
Areas of support
A. Strengthening national capacities to monitor poverty reduction
interventions and progress towards the achievement of the MDGs
UNDP supports a programme to strengthen national statistical
capacities for monitoring poverty and progress towards the
achievement of the MDGs. Particularly, the focus is on strengthening
the capacities in the national Bureau of Statistics (BoS) for the
design and conduct of a system of household-based surveys. It also
provides support for the conduct of studies and reviews aimed at
reporting on the status of progress towards the achievement of the
MDGs.

C. Promotion of Youth Employment
The overall objective of the project is to create an enabling
national environment for the promotion of youth employment and
enterprise development to support poverty reduction initiatives in
Lesotho. It aims to open up opportunities for the youth of Lesotho
to take hold of their own futures and positively contribute to the
world they live in through innovative entrepreneurship endeavors.
D.
Integrated Framework for Trade
Develop national capacity to formulate and implement effective
trade and investment strategies that support poverty reduction and
wealth creation.
E. Food security and crisis
prevention
Lesotho is facing serious challenges
deepening food insecurity due to erratic rainfall leading to
cyclical droughts, lack of arable land, HIV/AIDS and declining
capacity of national institutions to effectively provide adequate
and quality social services. Consequently, the resilience and coping
mechanisms of households continue to be negatively affected by
shocks and stresses, including erratic climatic conditions, economic
shocks, the erosion of household assets and increased morbidity and
mortality levels due to HIV/AIDS. UNDP support focuses on
strengthening the disaster management system in Lesotho and
effective management of the impact of disaster risks within the
context of sustainable development.
